

The Department of Social Welfare and Development (DSWD) has ordered the immediate closure of an unlicensed care facility in Laguna, following an inspection in Barangay Landayan, Sa Pedro early Thursday morning, January 29.
In a news release Friday, the suspension of operations was implemented after the DSWD determined that the facility was operating without the required license.
During the inspection, 12 individuals were found at the facility, including two minors. Six individuals, including the two minors, were immediately transferred to the custody of the DSWD for proper care and intervention.
The City Health Office of San Pedro conducted medical assessments focusing on vital signs, while licensed social workers carried out profiling and case management procedures.
The inspection was conducted by the DSWD’s Standards Bureau in coordination with the City Social Welfare and Development Office (CSWDO) of San Pedro and the DSWD Field Office 4A – CALABARZON. Barangay officials, local health workers, and law enforcement authorities were present to ensure transparency and safeguard the welfare of those inside the facility.
All beneficiaries were assisted throughout the process and formally endorsed to receiving social workers to ensure continuity of care.
“The role of the Department is not to discourage compassion-driven initiatives, but to make sure that every shelter operates within standards that protect the dignity, safety, and rights of clients. This is part of strengthening regulatory functions to ensure that well-meaning efforts do not result in unintended harm,” DSWD’s spokesperson, Asst. Secretary Irene Dumlao said on Friday, January 30.
According to DSWD, the facility was owned by vlogger Benjie Perillo, popularly known as BenchTV.
"Initial investigation by the DSWD-SB showed that BenchTV has been rescuing individuals living on the streets since 2020 and subsequently reuniting some with their families." the statement reads.
The DSWD also said that the agency provided guidance to the vlogger on the requirements for securing a Certificate of Registration and a License to Operate, emphasizing compliance with social welfare regulations.
