

Bukidnon 2nd District Rep. Jonathan Keith Flores on Monday said that drug use allegations against the President are weak grounds for an impeachment.
When asked whether President Ferdinand Marcos Jr.’s refusal to undergo a drug test merited inclusion in an impeachment complaint, Flores responded that this would depend on his basis for doing so.
“Depende kung anong ground ‘yan. Kasi it cannot be culpable violation of the Constitution, it cannot be bribery or graft, or treason. Doon ‘yun mahuhulog sa other high crimes,” he said during a press conference on Monday.
On whether Marcos is unfit to serve or unable to discharge the functions of the presidency under Article VII, Section 11 of the 1987 Constitution, Flores said incapacity must be self-declared. He stressed that the basis for a drug use complaint needs to fall under recognized grounds, like the betrayal of public trust or loss of people’s confidence.
“That’s when he is incapacitated. But he has to inform the Cabinet that he is unable to perform the functions of the presidency. But ito naman, it’s an allegation na he is unfit because of the alleged drug use, diba? These are all allegations lang naman. So anong exactly grounds siya for impeachment, medyo hindi ko makuha but example lang, kasi broad ‘yung last talaga e… na it may include anything that may result in the lack of trust and confidence by the people to the person being impeached,” he said.
The congressman, who serves as the vice chair of the House committee on justice, emphasized that Marcos’ silence concerning the issue does not necessarily indicate guilt.
“Silence doesn’t mean that you’re admitting to it diba? Or, refusal to acknowledge an allegation doesn’t mean that you’re guilty of the allegation. So for me, medyo manipis ‘yan,” Flores said.
Alongside his supposed roles in former President Rodrigo Duterte’s arrest and the far-reaching flood control scandal, the impeachment complaint filed by lawyer Andre de Jesus against Marcos includes his alleged drug use.
