Dr. Ivan Anthony Henares, National Commission for Culture and the Arts (NCCA) Commissioner, emphasized in an interview at DZRH TV's Hoy! Bawal 'Yan!, the importance of preserving the country’s cultural heritage amid the celebration of National Heritage Month this May. He explained that preserving heritage is essential in protecting the history, culture, and identity of Filipinos.

According to Henares, the primary law used in safeguarding cultural heritage is Republic Act 10066, or the National Heritage Act of 2009, which was later amended by Republic Act 11961, or the Cultural Mapping Law.

When asked about the criteria considered before a structure, place, or artwork can be declared a heritage property, he clarified that not everything is considered a heritage.

“We look at whether the architecture is significant from the period of time that it was built," he explained.

He also clarified that age alone is not enough for a structure or artwork to be recognized as heritage, adding that historical figures and important events connected to a place are also taken into consideration.

Henares likewise highlighted the importance of intangible cultural heritage, such as traditional songs, dances, crafts, and indigenous knowledge passed down through generations. Among the recognized cultural expressions are the Hudhud Chants of the Ifugao and the Darangen epic of the Maranao, both recognized by UNESCO.

“So there are many ways to celebrate National Heritage Month. It doesn’t have to be a big celebration. It can also be your own way of learning about Philippine heritage,” he said.

The commissioner emphasized that preserving national heritage is a shared responsibility of every Filipino and encouraged the public to participate in the celebration of National Heritage Month by visiting museums, libraries, and heritage sites across the country.
