The Department of Public Works and Highways (DPWH) has submitted a revised budget of ₱625.7 billion for Fiscal Year 2026 to Congress, following President Ferdinand Marcos Jr.’s directive to remove all locally funded flood control projects.

In a letter to House Speaker Martin Romualdez dated September 15, 2025, DPWH Secretary Vince Dizon said the new figure represents a 28.99% reduction or ₱255.5 billion lower than the original ₱881.3-billion proposal.

Removal of ₱252B flood control projects

The revision’s main highlight is the complete removal of ₱252 billion worth of flood control projects, many of which had been flagged for duplication, questionable funding, and possible irregularities.

Dizon assured lawmakers that the DPWH has exerted its “best efforts” to address issues raised in the earlier submission, including funding for completed and duplicate projects.

The DPWH chief recommended that the ₱255 billion in freed-up funds be reallocated to programs in agriculture, education, health care, housing, labor, social welfare, and information technology.

The budget realignment comes amid mounting scrutiny of anomalous flood control projects nationwide.

Meanwhile, in the House of Representatives, House Speaker Martin Romualdez will be stepping down from his post and is recommending Deputy Speaker Bojie Dy to replace him.
