Public Works and Highways Secretary Vince Dizon on Friday formally endorsed two cases of alleged bid-rigging and bid manipulation to the Philippine Competition Commission (PCC) for thorough investigation and possible prosecution under the Philippine Competition Act, in connection with the flood control scandal.

In the complaint filed, Dizon identified several contractors and former officials allegedly involved in irregularities in flood control projects.

Among those named were Wawao Builders, IM Construction Corporation, SYMS Construction Trading, St. Timothy Construction Corporation, along with several former officials and employees of the DPWH Bulacan 1st District Engineering Office.

A separate complaint was lodged against Sunwest, Inc. and certain officials from the DPWH Regional Office IV-B, who reportedly failed to act despite irregularities in the implementation of flood control projects in Oriental Mindoro.

Under the law, the PCC may impose fines of up to ₱110 million for a first offense and from ₱110 million to ₱250 million for subsequent violations, if the allegations are proven true.

The PCC’s Competition Enforcement Office, led by Director Christian Delos Santos, and its Executive Director Kenneth V. Tanate, are expected to take the lead in reviewing the complaints.

The cases underscore the government’s intensified efforts to curb corruption and ensure transparency in big-ticket infrastructure projects, particularly in flood control initiatives critical to vulnerable provinces.

Meanwhile, penalties of up to ₱300 billion may be imposed on the Discaya couple for their alleged involvement in bid rigging across 1,214 projects.

According to DPWH Secretary Vince Dizon, a list of the Discaya family’s assets including houses and lots estimated to be worth ₱1 billion will also be submitted to the Independent Commission for Infrastructure (ICI).
