

The Department of Public Works and Highways (DPWH) has issued an ultimatum to Manfel Cargo Shipping Corp. to complete the repair of the damaged Navotas Coastal Dike within February or face multiple legal actions.
DPWH Secretary Vince Dizon said the agency will send a formal demand letter ordering Manfel to immediately finish the rehabilitation of the more than 50-meter section of the dike that was damaged after one of the company’s vessels rammed it last year.
Dizon stressed that the repair works must meet government quality and safety standards.
The DPWH chief emphasized that the responsibility for the damage lies solely with Manfel, noting that other companies involved in similar incidents were able to complete repairs promptly. He added that it is unacceptable for construction work to be halted due to the company’s failure to fully settle payments with its contractor.
Based on reports, Manfel has so far paid only about 10 percent of the total repair cost, prompting a temporary suspension of repair activities.
Dizon warned that if the company fails to complete the repairs within the set deadline, the DPWH will pursue layered administrative and legal cases with the assistance of the Office of the Solicitor General.
