DPWH files 2 more cases of bid-rigging, manipulation to PCC

Department of Public Works and Highways Secretary Vince Dizon has filed two additional cases against two contractors allegedly involved in bid rigging and bid manipulation for flood control projects in Davao Occidental and La Union before the Philippine Competition Commission (PCC) on Thursday.

The complaints were lodged against St. Timothy Construction Corporation and Silverwolves Construction Corporation, along with certain officials and employees of the DPWH Davao Occidental and La Union 2nd District Engineering Offices.

The cases cover three contract IDs linked to alleged ghost and substandard projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.

“Ang sabi ng Pangulo, dapat managot kung sino ang managot at mapakulong itong mga taong ito at siguruhing maibalik ang pera na ninakaw sa taumbayan," Dizon said.

"Hanggat may ebidensya tayong nakakalap, tuloy-tuloy lang tayo sa pagrerekomenda ng reklamo," he added.

With the new filings, the total number of contracts under investigation by the PCC has risen to 15 cases, all involving purported "ghost" and substandard flood control projects nationwide.

Meanwhile, Dizon said that complaints filed before the Office of the Ombudsman last October 23, against 20 licensed DPWH officials have already been referred to the PRC for investigation and possible administrative sanctions.

The DPWH chief said that if the individuals involved are found guilty under Section 14, Chapter III of the Philippine Competition Act, they could face penalties amounting to as much as ₱3.13 billion.
