

The Department of Public Works and Highways (DPWH) has designated new officials as Officers-in-Charge (OICs) of the Bulacan 1st District Engineering Office to ensure the continuous and efficient management of government infrastructure projects in the district.
Based on Special Order No. 216, Series of 2025, dated December 15, 2025, Engr. Kenneth Edward T. Fernando was officially appointed as OIC–District Engineer of the Bulacan 1st District Engineering Office. The designation was issued in the interest of public service and in accordance with existing civil service and executive order provisions.
Under the memorandum signed by DPWH Secretary Vivencio "Vince" B. Dizon, Engr. Fernando is directed to perform the full duties and responsibilities of a District Engineer, including oversight of national road projects, flood control works, and other public infrastructure programs within the district.
Meanwhile, Engr. Paul Genar Lumabas is also designated as OIC of the Office of the Assistant District Engineer, Bulacan 1st District Engineering Office.
The DPWH said the appointment aims to maintain operational continuity, strengthen project implementation, and ensure the timely delivery of infrastructure services in Bulacan’s first district.
The designation took effect immediately and supersedes previous issuances inconsistent with the order.
