Transportation Secretary Vince Dizon has ordered the immediate suspension of the Cargo Ship Safety Certificate of the motorbanca MBca "Rose Marie 1," alongside the Seafarer’s Identification Books of its captain and crew, following the vessel's sinking off the waters of Dalupiri Island and Fuga Island in Cagayan.
The directive follows presidential orders to enforce strict maritime safety standards, protect passengers and crew members, and implement preventive measures against maritime accidents.
According to official documents issued by the Maritime Industry Authority (MARINA) Regional Office 1 & 2 on October 31, 2026, the suspension of the vessel's safety certificate halts all operations under owner-operator Floresanto D. Lagat pending a full investigation and seaworthiness inspection.
The credentials of Boat Captain Ryder John Lagat, Motorman James Duero, and crew members Santiago Duero, Jordan Castillejos, Rendentor Navarro, Robinson Tabieros, Sammy Suares, and Rams Escalante were also suspended under applicable MARINA administrative regulations.
In addition to the suspensions, MARINA issued a Show Cause Order requiring the vessel operator to explain within 10 days why administrative action or fines should not be imposed following the incident, which has been classified as a Serious Marine Casualty.
Initial reports indicate that the capsizing of the vessel on October 31, 2026, was linked to potential failure in properly securing its cargo, which consisted of large cattle, constituting a potential violation of the terms and conditions of its Certificate of Public Convenience.
