

In a major move to curb rising food costs, the Department of Transportation (DOTr) announced on Tuesday the implementation of a nominal P1.00 terminal fee for Roll-on/Roll-off (RoRo) vehicles transporting agricultural products.
The "Piso RoRo" initiative was unveiled by Acting Transportation Secretary Atty. Giovanni Z. Lopez during a joint press conference with the Department of Social Welfare and Development (DSWD) on March 24, 2026.
Slashing Logistics Costs
The significant discount targets Class 3 and Class 4 vehicles—typically large trucks and trailers—that are carrying raw and unprocessed agricultural goods. This includes grains like palay, corn, and rice, as well as vegetables, fruits, fishery products, livestock, and poultry.
“Napagkasunduan po namin na sa maritime sector, so for as, PPA operated ports na kailangan din natin magbigay ng diskwento," the DOTr Secretary said.
Under the new policy, the standard terminal fee for Class 4 vehicles will plummet from P516.00 to just P1.00 at ports operated by the Philippine Ports Authority (PPA).
"Ito po para matulungan din natin ang ating mga negosyante and of course to stabilize the prices of kahit paano makakatulong tayo sa ating mga basic and prime commodities," Lopez said.
The PPA Board is expected to formally approve the recommendation today. Following the required publication period, the "Piso RoRo" rates are slated to take effect no later than April 15, 2026, for an initial duration of six months.
