

DOT Secretary Christina Garcia Frasco has strongly denied allegations of self-promotion, underscoring that her public presence is an essential part of her official duties. In a statement, Frasco thanked Senator Raffy Tulfo for raising the matter, saying it provides an opportunity to clarify facts and ensure informed public discourse.
Frasco emphasized that her visibility over the past three years has never been about personal exposure but about being “on the ground, in communities, and alongside tourism stakeholders across the country.” Since assuming office, she has visited all regions and 56 of the 82 provinces, personally overseeing tourism recovery efforts, infrastructure development, workforce upskilling, and destination promotion amid the industry’s recovery from unprecedented disruptions caused by the pandemic.
Clarifying a specific concern, Frasco said a photograph taken in Lake Sebu was part of the Philippine Experience Program, a flagship initiative of the DOT aimed at promoting destinations through immersive engagements with ambassadors, partners, and local stakeholders.
The activity, she explained, was intended to spotlight South Cotabato, its communities, culture, and tourism potential in support of inclusive and sustainable destination development.
Regarding allegations linked to Philippine Topics magazine, Frasco clarified that the department had no role in funding, commissioning, or influencing the publication, which was produced independently. She also noted that the photographer who originally raised the allegation later reversed his statements, calling into question the credibility of the claims.
Frasco reiterated the department’s respect for the Senate as a forum for accountability while stressing that the DOT remains focused on its mandate: rebuilding livelihoods, strengthening destinations, and advancing Philippine tourism for millions of Filipinos who depend on it.
“We will continue to serve. We will continue to show up. And we will continue to do the work,” she said, reaffirming her commitment to public service.
