The Department of Labor and Employment (DOLE) issued Labor Advisory No. 16 s. 2026, which details pay guidelines during special non-working holidays for Metro Manila workers from November 16 to 18, 2026.

The advisory comes as a response to the 49th ASEAN Summit and Related Summits, for which leaders and senior officials from Association of Southeast Asian Nations member states will gather in the Philippines.

Under the advisory, the “no work, no pay” principle applies to employees who do not report to work, unless a company policy, practice, or collective bargaining agreement (CBA) determines otherwise.

For work done on these holidays, employees are entitled to a 30 percent basic wage addition for the first eight hours, and a 30 percent hourly rate for overtime work.

As for employees who report to work on a holiday that falls on their scheduled rest day, they are entitled to a 50 percent wage premium in addition to their basic pay for the first eight hours of work.

Employees who work overtime (work exceeding eight hours) during special holidays that coincide with their rest day are entitled to an additional 30 percent of their hourly rate for that day.

With the ASEAN chairship accorded to President Ferdinand Marcos Jr., it falls to the Philippines to host the inter-governmental organization’s summits this year.
