The Department of Labor and Employment (DOLE) on Wednesday issued a reminder to private sector employers across the country to strictly follow guidelines on work suspensions, pay rules, and safety protections during severe weather disturbances.

Under Labor Advisory No. 14, Series of 2026, employers in the private sector have the authority to suspend work during weather-related emergencies to protect the safety and health of their employees.

The advisory outlines specific rules regarding pay during weather-induced work suspensions:

  • No-work day pay: Employees who do not report to work are subject to the "no work, no pay" principle, unless a more favorable company policy, collective bargaining agreement (CBA), or accrued leave credits apply.

  • Partial or full-day work pay: Employees who render work for at least six hours are entitled to their full regular daily wage. Those who work fewer than six hours must receive proportional pay based on their actual hours rendered.

DOLE emphasized that workers who fail or refuse to report to duty due to imminent danger caused by bad weather cannot be subjected to administrative sanctions or disciplinary actions.

Additionally, the advisory encourages employers to grant extra incentives or benefits to employees who report to work despite severe conditions.
