The Department of Labor and Employment (DOLE) has imposed more than P11 million in fines on the owner and contractor of a collapsed building in Angeles, Pampanga following findings of multiple labor and occupational safety violations.

According to a report by RH Tina Nolasco, DOLE Secretary Francis Tolentino announced the decision Wednesday during a Kapihan session in Manila Bay, saying the penalties were the result of a fact-finding investigation conducted by the agency.

The sanctioned parties include building owner Ernest Jackson Lim and contractor Golden Years Construction and Steel Works Corporation.

According to Tolentino, the investigation found several violations of labor standards and occupational safety rules, including failure to properly compensate workers for rest day premiums and holiday pay.

Authorities also cited the absence of personal protective equipment for workers, lack of certification for lifting appliances, no designated first aider, insufficient safety officers, and violations in providing temporary accommodation for construction personnel.

“DOLE found that Jackson Lim of Golden Years Construction and Steel Works Corporation were liable to pay a total of 11,426,798.50 pesos,” Tolentino said.

The total penalty consists of P1,102,798.50 for labor standards violations and an additional P10,324,000 administrative fine under Republic Act No. 11058, which penalizes willful violations of occupational safety and health standards.

The case stems from the collapse of a building under construction in Angeles City on May 24 resulting in at least 13 casualties.
