The Department of Justice (DOJ) on Tuesday turned over the findings of its investigation into alleged anomalous flood control projects in Bulacan to the Office of the Ombudsman for assessment and review.

During a press briefing, Prosecutor General Richard Anthony Fadullon and DOJ Officer-in-Charge Frederick Vida personally handed over the documents to Ombudsman Jesus Crispin “Boying” Remulla.

The DOJ and the National Bureau of Investigation (NBI) jointly filed the complaints before the Office of the Ombudsman.

Fadullon said that there are 'five cases' referred to the Ombudsman against the Bulacan first district engineering office officials in the alleged flood control corruption.

"This involved cases of malversation under Article 217 of the Revised Penal Code, falsification by public officers under Article 171 of the RPC, perjury under 183 and RPC, and Section 3e of Republic Act 3019,” Fadullon said.

The cases include allegations of graft, malversation of public funds, falsification of public documents and perjury.

According to the DOJ’s National Prosecution Service (NPS), the investigation targets certain Department of Public Works and Highways (DPWH) officials and contractors from the Bulacan 1st District Engineering Office who allegedly conspired in the implementation of five non-existent or 'ghost' flood control projects.

Among those reportedly included in the complaints are Bulacan 1st District Engineer Henry Alcantara, Assistant District Engineer Price Hernandez, and JP Mendoza and contractor Sally Santos, owner of Syms Construction Trading.

Remulla confirmed that his office will evaluate the submitted reports and determine whether the DOJ may proceed with the preliminary investigation.

"Hopefully, 10 working days will be sufficient to do it. Sa evaluation, baka mga less pa sa evaluation," Remulla said.

Moreover, Remulla revealed that several high-ranking government officials may also be implicated in the cases.

"At this will involve higher officials. Ma-assure ko sa inyo, this will involve higher officials," Remulla told to reporters.
