

The Department of Justice (DOJ) has formally received a request for the issuance of an Immigration Lookout Bulletin Order (ILBO) against Ateneo de Manila University head coach Thomas Anthony “Tab” Baldwin amid the ongoing investigation into the drowning deaths of two student-athletes in Aurora Province.
In a statement released on Thursday, DOJ spokesperson Atty. Polo Martinez confirmed that the request had reached the agency.
“The Department of Justice received today, June 11, 2026, the request for the issuance of an Immigration Lookout Bulletin Order against Mr. Thomas Anthony ‘Tab’ Baldwin,” Martinez said.
Martinez added that the request would undergo evaluation based on established facts and applicable legal procedures before any action is taken.
The development comes after the Philippine National Police–Criminal Investigation and Detection Group (PNP-CIDG) sought subpoenas for several Ateneo coaches and players who were present during a beach training activity in Dipaculao, Aurora, where student-athletes Rene Clert Baterbonia and Divine Adili drowned.
Authorities have identified multiple persons of interest as part of the investigation.
Meanwhile, CIDG Director Police Major General Robert Alexander Morico II earlier confirmed that the agency had requested the DOJ to issue an ILBO to prevent certain persons of interest from leaving the country while the investigation is ongoing.
Reports indicated that one of those included in the request is a foreign national, although authorities have not officially disclosed specific names.
Investigators are continuing to determine whether negligence or criminal liability may have contributed to the incident that claimed the lives of the two Ateneo athletes.
