DOJ postpones preliminary probe on Bulacan flood control projects
by Luwela Amor10 November 2025

The Department of Justice (DOJ) has postponed the preliminary investigation into alleged “ghost” flood control projects in Bulacan, originally scheduled for today, November 10, due to the suspension of work in government offices caused by Super Typhoon Uwan.

According to RH Boy Gonzales' report, Justice Spokesperson Atty. Polo Martinez said the hearings for the five cases will now be held on Friday, November 14.

At that time, the respondents will receive copies of the complaints.

The cases under investigation involve Department of Public Works and Highways (DPWH) engineers Henry Alcantara, Brice Hernandez, Arjay Domasig, and Jaypee Mendoza.

Earlier, Martinez confirmed that subpoenas had been served to former top officials of the Bulacan First District Engineering Office and their partner contractors.

The charges to be investigated include malversation, falsification of public documents, perjury, and violations of the Anti-Graft and Corrupt Practices Act, or RA 3019.

The DOJ aims to complete the preliminary investigation within one month to facilitate the filing of cases in court.

The Office of the Ombudsman has deputized the agency to probe alleged anomalies in flood control projects in the province.
