

The Department of Justice (DOJ) has filed four counts of rape by sexual assault and one count of acts of lasciviousness against Marikina 1st District Representative Marcelino “Marcy” Teodoro, stemming from complaints filed by two female police officers who previously served as his security escorts.
The four rape charges were filed before the Marikina City Regional Trial Court, while the acts of lasciviousness case was brought before the Metropolitan Trial Court. The cases stem from allegations that the two policewomen were sexually abused while assigned as security escorts to Teodoro and his wife, Marikina City Mayor Maan Teodoro.
The DOJ clarified that the rape complaint earlier filed against Teodoro was not dismissed or withdrawn. Instead, prosecutors determined that the allegations constitute rape by sexual assault under Article 266-A, paragraph 2 of the Revised Penal Code.
DOJ spokesperson Atty. Polo Martinez explained that the case is now under the jurisdiction of the courts, meaning its further proceedings will follow the applicable Rules of Court.
The filing marks a significant development in the complaints, which were initially brought before the DOJ for preliminary evaluation and case build-up. The allegations were made by two police officers who said they experienced sexual abuse during their assignments as Teodoro’s close-in security.
The DOJ's action does not constitute a finding of guilt. Teodoro remains entitled to due process and the presumption of innocence as the cases proceed in court.
The courts will determine whether the prosecution has sufficient evidence to establish Teodoro’s criminal liability beyond a reasonable doubt.
