DOE orders immediate action to restore Visayas grid following red, yellow alerts

The Department of Energy (DOE) has directed power industry stakeholders to immediately restore affected transmission lines and power generation facilities after the National Grid Corporation of the Philippines (NGCP) declared red and yellow alerts over the Visayas Grid on Wednesday, July 8.

In an official statement, Energy Secretary Sharon S. Garin instructed the NGCP, generation companies, and other relevant operators to expedite restoration efforts to stabilize electricity supply across the Visayas.

"Energy Secretary Sharon S. Garin has directed the National Grid Corporation of the Philippines (NGCP), generation companies, and relevant operators to accelerate the restoration of affected transmission lines and energization of affected generating units to stabilize the Visayas grid supply, following the red and yellow alerts declared today 08 July 2026 by the NGCP," the DOE said.

The DOE's Electric Power Industry Management Bureau (EPIMB) is currently coordinating with industry stakeholders while investigating the circumstances that led to the grid alerts.

Based on initial reports, the Iloilo-PEDC 138-kilovolt Line 3 tripped, resulting in the isolation and forced outage of Panay Energy Development Corporation (PEDC) Unit 3, significantly reducing the available operating reserves in the Visayas Grid. Authorities also reported that the Lapu-Lapu–Basak 69-kV transmission line experienced a separate outage.

The DOE added that it is validating reports regarding the outage at Palm Concepcion Power Corporation in Panay, which may have further affected the region's power supply.

The agency assured the public that it is closely monitoring the situation and implementing measures to ensure the reliability of the power system.

"The Department assures the public it is conducting heightened monitoring and is implementing all necessary measures to protect power system reliability and minimize further disruptions," the DOE said.
