Public Works and Highways Secretary Vince Dizon has ordered the 'indefinite suspension' of all road reblocking activities across the country following reports that several roads were being torn up and repaired despite still being in good condition.

"Effectively now, I will be suspending all reblocking activities and gagawa ako ng bagong department order on reblocking," Dizon announced during a press briefing on Friday.

The secretary expressed frustration over the recurring issue of unnecessary road repairs, a concern he said has persisted for decades.

"Bakit tayo tumitibag ng mga kalye na mukha naman g maayos pa?” he questioned. "Ito talaga kinagagalit ng lahat ng mga kababayan natin at naririnig ko na ‘to elementary pa lang ako. Simula pa lang nagkaroon ako ng isip, naririnig ko na ‘to. At sinasabi ng mga kababayan natin bakit ba merong mga kalye na maayos naman na tinitibag, sinisira tapos gagawin ulit.

He further stated that in many cases, such projects are allegedly used as opportunities for corruption.

"Sa maraming pagkakataon alam na natin kung bakit, kasi pinagkakakitaan lang ‘yun. Pinagkakakitaan ‘yung pagsisira, pinagkakakitaan din ‘yung pag gagawa ulit," he added.

Dizon said the suspension aims to review the basis and necessity of road reblocking projects amid growing public confusion and outrage. An investigation will be conducted to determine whether there are anomalies in ongoing and upcoming projects. Those found involved in irregular activities will face appropriate charges.

In the coming days and weeks, Dizon said that the Department of Public Works and Highways (DPWH) will release a new Department Order to clearly define the guidelines and justification for road reblocking, ensuring that only genuinely damaged roads undergo repair.

Among the projects immediately halted were reblocking activities in Bocaue, Bulacan, and Tuguegarao City, Cagayan, after inspections revealed that the roads there were not damaged.

When asked if he believed corruption was involved, Dizon said that "there is a high likelihood" [of] anomalies in the repna may anomalya sa mga ganyang proyekyo pero we need to establish that first," he said.

He clarified that the only exception to the suspension is maintenance work on genuinely damaged roads.

Dizon also encouraged the public to report any suspicious or ongoing reblocking projects through the DPWH’s official social media accounts.
