Dizon dismisses 3 ex-Bulacan 1st DE officials

Department of Public Works and Highways (DPWH) Secretary Vince Dizon dismissed three former Bulacan 1st District Engineering officials over the anomalous flood control projects in the province.

Based on the decision released on Monday, September 15, the three officials are: Assistant District Engineer Brice Ericson Hernandez, Chief Construction Division Jaypee Mendoza, and Accountant III, Chief Accountant Juanito Mendoza.

All three, who were formerly assigned to the province’s 1st District Engineering Office (B1DEO), face administrative offenses of: disloyalty to the Republic of the Philippines and to the Filipino people, grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service.

RH Boy Gonzales reported that Dizon said the dismissal is aligned with President Ferdinand “Bongbong” Marcos Jr.’s directive to hold accountable anyone involved in the anomalous flood control projects in the country.

Last month, then DPWH Secretary Manuel Bonoan issued a show cause order against the respondents, directing them to explain within 72 hours why they should not be held liable for the administrative offenses arising from the irregularities found in the implementation of certain flood control projects in the area.

“Accordingly, they are hereby ordered dismissed from the service, with the accessory penalties of perpetual disqualification from holding public office, forfeiture of retirement benefits, except accrued leave credits, and cancellation of civil service eligibility, pursuant to Section 73 of the 2025 RACCS,” the decision read.

Dizon also clarified that their dismissal is separate from the criminal charges filed against the three officials.
