The Department of Justice has filed non-bailable charges of graft and malversation against Curlee and Sarah Discaya, owners of St. Timothy Construction Corp., in connection with an alleged substandard flood control project in Barangay Bulusan, Calumpit, Bulacan.

The case was filed following a joint complaint by Assistant Ombudsman Mico Clavano and Department of Public Works and Highways Secretary Vince Dizon, in line with the directive of President Ferdinand R. Marcos Jr. to hold accountable those involved in questionable flood control projects nationwide.

Authorities alleged that the project formed part of broader irregularities involving public infrastructure funds, prompting intensified government action against contractors linked to the scheme.

Secretary Dizon described the Discayas as key figures in the alleged anomaly, citing long-running operations and large-scale public fund losses.

“Big fish talaga ang mga Discaya. Ang mga Discaya parang mga Napoles 'yan dito sa flood control scam. Talagang malaking isda 'yan. 2016 pa lang, nag-ooperate na sila. Bilyun-bilyong piso ang kanilang ninakaw,” Dizon said.

He added that the alleged irregularities have resulted in severe hardship for affected communities, including residents of Bulusan who have suffered from the impact of substandard flood control infrastructure.

The government said it will continue pursuing cases against individuals and contractors involved in alleged corruption in infrastructure projects as part of its broader anti-corruption campaign.
