Curlee and Sarah Discaya, a couple linked to the ongoing flood control scandal, appeared at the newly established Independent Commission for Infrastructure (ICI) in Taguig City on Tuesday, as reported by RJ Jecelle Ricafort.

Curlee Discaya arrived wearing a bulletproof vest, while his wife, Sarah, did not. This marks the first time the Discayas have appeared before the commission, which has been operating for only 15 days.

The couple’s appearance comes amid a broader investigation in which they have been cited in contempt by the Senate and are currently under Senate custody.

As protected witnesses, legal experts note that once they officially enter the Department of Justice (DOJ) state witness program, their custody would shift to the Justice Department.

Yesterday, Justice Secretary Boying Remulla personally submitted affidavits to the ICI. When asked for his reaction to a controversial finger-heart gesture by Sarah Discaya, Remulla merely shook his head and declined to comment.

He also refused to speculate whether the contractor’s actions could affect his credibility as a potential state witness, citing ongoing DOJ evaluations.

The ICI, which is tasked with investigating alleged irregularities in infrastructure projects, is expected to continue hearing testimonies in the coming weeks as the Discaya couple faces scrutiny.

The commission has also announced earlier that the hearing involved the personalities of the wide flood control scam will not be livestreamed to the public to avoid political influence and “trial by publicity”.
