Concerns over potential abuse of funds under the declared one-year state of national calamity have been raised by Akbayan Party-list Representative Chel Diokno, who warned that without proper oversight, the situation could mirror the controversial Pharmally scandal.

RH Milky Rigonan reports that Diokno stressed the government must implement full transparency in all transactions and ensure that every peso spent reaches those affected by Typhoon Tino and Super Typhoon Uwan.

“We stand in solidarity with our people during this time of crisis. But with the declaration of a state of national calamity, the government must ensure full transparency in all transactions to guarantee that every peso is used properly, efficiently, and solely for the benefit of those affected,” Diokno said.

He further expressed concern over the emergency negotiated procurement system, which allows certain contracts for up to a year, noting that it could lead to corruption if transparency and accountability safeguards are not strictly enforced.

To prevent misuse, Diokno recommended regular public reporting on the use of emergency funds, in addition to independent audits of spending by affected local government units.

“The government must also set sunset clauses or automatic reviews to prevent indefinite extensions, maintain procurement standards even in emergencies with added safeguards against corruption, and establish clear channels for citizens to report misuse or abuse of funds,” he stressed.

He also called for all negotiated contracts to be made publicly accessible online and for contracts to be awarded only to financially capable companies.

Under Proclamation 1077 issued by President Bongbong Marcos, the one-year state of calamity was declared in response to Typhoon Tino’s destruction and extends to other calamities within the year.

Diokno emphasized that the emergency powers granted under the proclamation are not a “blank check,” highlighting that transparency, accountability, and clear limits must be upheld to genuinely serve the public.
