Akbayan Party-list Rep. Chel Diokno is seeking an investigation into the rotational brownouts affecting parts of the country amid the summer season, urging energy authorities to provide clearer explanations for the recurring Red and Yellow alerts in the power grid.

In a Facebook post, Diokno said the public should not be left to endure power interruptions without sufficient transparency from key energy sector agencies, including the National Grid Corporation of the Philippines (NGCP), as well as power generation companies.

“Hindi katanggap-tanggap na sa kasagsagan ng tag-init, libu-libong Pilipino ang nangangamba mawalan ng kuryente dahil sa Red at Yellow Alerts sa power grid,” Diokno said.

His statement comes as Luzon and the Visayas experienced a series of power alerts driven by tight electricity supply conditions, forced outages of generating plants, and increased demand due to the intense dry season heat.

“Dapat itong imbestigahan para malaman ang puno’t dulo ng problema at kung may kapalpakan ang ating energy agencies, NGCP, at power producers. Mahalagang masimulan na ang pagdinig sa ating resolusyong busisiin ang Philippine Energy Plan. Layunin nito na tiyakin ang sapat na supply ng kuryente, palakasin ang renewable energy, at bawasan ang pagdepende sa imported fuel,“ the lawmaker stated.

He also noted that he filed House Resolution 875 seeking a review of the Philippine Energy Plan, aimed at ensuring adequate power supply and reducing dependence on imported fuel.

“Noong nakaraang buwan, naghain tayo ng House Resolution 875 para suriin ang Philippine Energy Plan. Layunin nito tiyakin ang sapat na supply ng kuryente at bawasan ang pagdepende sa imported fuel,“ he said.

In a separate Facebook post, Diokno further disclosed that he has filed another measure, House Resolution 995, directing the House Committee on Energy to conduct an inquiry, in aid of legislation, into the recent surge in electricity bills and the impact of lifeline rate subsidies and other pass-through charges on consumers.

The resolution cited complaints over unusually high electricity bills issued by the Manila Electric Company (Meralco), which have prompted public concern and calls for scrutiny of billing components and pricing mechanisms.

Diokno said the proposed inquiry aims to ensure equitable, transparent, and sustainable electricity rates while protecting consumers from undue financial burdens.
