

The Department of the Interior and Local Government (DILG) emphasized the crucial role of Municipal Local Government Operations Officers (MLGOOs) in strengthening the rule of law and supporting the effective functioning of the Katarungang Pambarangay system.
MLGOOs guide barangay officials in following proper procedures for mediation and conciliation, including issuing summons, conducting hearings, and ensuring adherence to due process under Republic Act No. 7160.
The department clarified that while barangay Lupons and Pangkat do not have the power to physically compel attendance, legal consequences exist for unjustified non-appearance.
Section 515 of the Local Government Code allows for indirect contempt proceedings in court, which may also affect a party’s ability to pursue claims or counterclaims.
“The role of the MLGOO is to ensure that processes are correct, clear, and lawful. This helps maintain public trust in our institutions,” the DILG said.
The department also expressed concern over the recent public treatment of MLGOO Dexter Castro Narrido, who was criticized during a television interview despite accurately explaining the law.
The DILG highlighted that while public scrutiny is part of service, it should be exercised with fairness, respect, and a shared commitment to understanding legal processes.
