The Department of Information and Communications Technology (DICT) said on Sunday that, having been alerted to the defacement of the official site of the House of Representatives on Saturday, it has carried out an incident response procedure.

“Efforts are presently focused on containing the incident, restoring affected services, and determining the nature and extent of the unauthorized access,” the DICT said in a statement.

The agency assured that no confidential or sensitive government data has been compromised, the affected pages mainly containing publicly available information—although this report is based on an initial assessment and still subject to the technical investigation underway.

The DICT is currently coordinating with the House and concerned law enforcement agencies in the ongoing probe into the incident, in supporting the restoration of affected systems and services, and in strengthening security measures to prevent similar breaches in the future.

The agency said website defacement violates the Cybercrime Prevention Act of 2012 (Republic Act No. 10175).

“Those found responsible will be held accountable in accordance with the law,” it said.

On Saturday, the House website was defaced, only days after the Senate website was also hacked. The hackers said they defaced the official House site to protest corruption within the institution.

“Corruption is more than stolen money, it is stolen opportunity, stolen justice, and stolen trust,” they said in a message on the website.
