MANILA, Philippines – The Department of Foreign Affairs (DFA) summoned Chinese Ambassador Jing Quan on Monday to convey the Philippines’ “serious concern” and “strong objection” to his public statement last 15 October 2026, which the Department considers as “conveying a threat of the use of force.”

In a statement, the DFA confirmed that DFA Secretary Ma. Theresa P. Lazaro met with the envoy, emphasizing that the statement was “provocative” and “unacceptable”.

Lazaro also stressed that such statements does not contribute to creating understanding and may worsen the already sensitive bilateral relations between the two countries.

“Secretary Lazaro told the Ambassador that the statement was provocative and unacceptable, and does not contribute to creating understanding. She stressed that such language aggravates an already sensitive bilateral atmosphere and undermines the shared efforts of both countries to build mutual understanding and cooperation,” DFA said.

Secretary Lazaro also warned Jing that foreign missions and diplomats should not publicly criticize or “taunt” Philippine officials and legislators who are acting within their mandates.

She was referring to Jing’s responses, via the Embassy’s social media platforms, to lawmakers and government officials who are criticizing his previous statements, as well as calls to declare him persona non grata, after “threatening” remarks that Beijing “may easily win” in a confrontation between the two countries, although China would not use force.

“As a democracy, the Philippines values freedom of expression and a plurality of voices, and it will not accept attempts by a foreign envoy to intimidate those who exercise them,” Lazaro stated.

Secretary Lazaro emphasized that sensitive issues are best addressed through established diplomatic channels and bilateral mechanisms, which preserve space for dialogue and engagement, she added.

The Department emphasized that it remains committed to candid dialogue and constructive engagement, in line with its mandate and the direction of the President.

“It will keep open lines of communication with China and work to stabilize bilateral relations, especially in non-sensitive areas, while firmly upholding the country’s consistent positions on important issues,” the statement read.

Further, the Department said that it reserves the right to take further diplomatic action as it deems necessary.
