

House Deputy Minority Leader Leila de Lima on Monday disclosed a handwritten letter and sworn affidavit from detained resource person Ramil Madriaga during the second hearing of the impeachment proceedings against Vice President Sara Duterte before the House Committee on Justice.
De Lima said she received a Nov. 17, 2025 letter from Madriaga, coursed through his counsel Atty. Raymund Palad, in which the witness claimed he was “unjustly accused and detained.”
He allegedly said his detention stemmed from his assistance to a group of farmers in Mariveles, Bataan, who were victims of alleged land grabbing.
She added that the letter also pointed to former presidential spokesperson Harry Roque as allegedly involved in the case.
“The letter here says about his being unjustly accused and detained and said that it is because he helped a group of farmers in Mariveles… mga biktima ng land grabbing at tinuturo niya si former spokesperson Harry Roque na nasa likod nito.”
De Lima told the committee that Madriaga later executed a sworn affidavit dated Nov. 29, 2025, which she said contained information about Vice President Duterte and the Duterte family.
She noted that the document had similar contents to attachments in a complaint filed by Saballa et al. and Cabrera, and had already circulated on social media after Nov. 27.
She said she later met Madriaga on Dec. 8, 2025, at a Bureau of Jail Management and Penology facility, where she spoke with him for about two hours in the presence of his lawyer.
De Lima said her purpose was to clarify the contents of the affidavit and assess his credibility, stressing that she did not alter or dictate any part of the document.
“Ang pakay ko po ay para lang alamin yung laman ng kanyang affidavit. Ang pakay ko was to clarify. Ang pakay ko nga parang naging devil’s advocate ako noon. I was asking, probing and searching questions para ma-test yung kanyang credibility,” De Lima said.
“Wala akong dinagdag sa affidavit na ito. Wala akong binago sa affidavit na ito. Wala akong dinikta kay Mr. Madriaga tungkol sa affidavit na ito,” she added.
Madriaga, who was physically present during the House Committee on Justice hearing, personally confirmed before the panel that he had provided De Lima with an original copy of the affidavit, according to lawmakers during the proceedings.
The House Committee on Justice continued its impeachment inquiry amid mounting testimony and documentary submissions related to the complaint against the vice president.
