Contractor Curlee Discaya returned to Senate detention on Thursday morning, May 7, after undergoing shoulder surgery and being cleared by his doctors to continue recovery under Senate custody.

According to Senate Secretary Mark Llandro “Dong” Mendoza, Discaya was brought back to the Senate after medical professionals advised that he no longer needed to remain confined in a hospital facility.

“Nakabalik na kaninang umaga si [Mr.] Discaya sa [Senate]. He is ok and was cleared by his doctors to continue his recovery sa [Senate],” Mendoza said when asked to confirm the contractor’s return.

Discaya was previously transferred from Senate detention to a medical facility in Southern Metro Manila on April 30 to undergo surgery on his shoulder.

His attending physician had earlier recommended that he remain in the hospital for four to seven days following the procedure.

Earlier, his legal counsel, Atty. Cornelio Samaniego III disclosed that Discaya needed surgery after sustaining a serious shoulder injury while in custody. An MRI conducted in March revealed a 1.8-centimeter torn tendon in his right shoulder.

Medical findings also indicated that Discaya is suffering from multiple shoulder conditions, including a rotator cuff tear, bicipital tendinitis, and shoulder impingement syndrome with subacromial bursitis. These conditions involve damage to the tendons and surrounding structures of the shoulder.

Discaya has been detained at the Senate since September 2025 and is currently the only remaining detainee.

He is being held under a contempt order issued by the Senate Blue Ribbon Committee in connection with a non-bailable tax evasion case. He was earlier arrested in December 2025 over alleged involvement in irregularities linked to flood control projects in Davao Occidental worth ₱96.5 million.
