The Civil Service Commission (CSC) has approved a new resolution granting civil service eligibility to elected and appointed Sangguniang Kabataan Officials (SKOs) in good standing who have completed a full three-year term of office or its equivalent.

Under CSC Resolution No. 2500752, promulgated on July 24, 2025, the Sangguniang Kabataan Official Eligibility (SKOE) will be recognized as valid for first-level career service positions, except for posts requiring licensure or other special eligibilities.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” said CSC Chairperson Atty. Marilyn B. Yap.

“Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people,” she added.

Who Qualifies for SKOE?

The eligibility covers SK officials who served under the Sangguniang Kabataan Reform Act of 2015 (Republic Act No. 11768), which took effect on June 1, 2022. This includes SK officials who completed their full term from 2018 to 2022, as well as current SK members, secretaries, and treasurers appointed in accordance with the law.

However, the CSC clarified that SK chairpersons fall under the Barangay Official Eligibility (BOE), not the SKOE, pursuant to the Local Government Code of 1991 (RA 7160).

The eligibility will only apply to SK officials not related within the second civil degree of consanguinity or affinity to any incumbent elected official in their locality.

Application Details

Qualified SK officials may start applying for the SKOE beginning October 4, 2025, the date of effectivity of the resolution. Applications must be filed through the CSC Regional Office (RO) with jurisdiction over the barangay where the applicant served, or through the nearest CSC RO or Field Office for processing and certificate release.

The CSC also reminded that it may revoke any granted SKOE if found to have been issued to an unqualified individual or obtained in violation of existing laws and rules.
