

The Taguig Regional Trial Court has issued a Temporary Restraining Order (TRO) directing the Makati City government to immediately stop obstructing Taguig City's access to and control over government-owned facilities in the EMBO barangays.
With the TRO in effect, Makati and its agents are barred from denying Taguig access to EMBO facilities or interfering with its exclusive control and operation of these government-owned properties.
Among the facilities covered by the TRO are public health centers, day care centers, covered courts, multi-purpose halls, parks, and other government-owned properties designated for community use under Proclamation Nos. 518 and 1916.
Furthermore, the Taguig City government claimed that despite the Supreme Court’s final ruling in 2022, Makati continued to block its takeover of public facilities. It added that it went as far as closing health centers and day care centers, thereby denying former Makati constituents in the EMBO barangays access to essential services.
In its final and executory decision on G.R. No. 235316, the Supreme Court upheld that the EMBO barangays—including Cembo, South Cembo, Comembo, East Rembo, West Rembo, Pembo (with Rizal), Pitogo, Post Proper Northside, and Post Proper Southside—are under the territorial jurisdiction of Taguig City.
Meanwhile, Taguig City Mayor Lani Cayetano welcomed the court’s order, calling it a major victory for the residents of the EMBO barangays.
Under Taguig’s administration, Cayetano assured residents that the facilities would stay open and accessible, stating it would offer the essential services that EMBO communities should have long benefited from.
"Ngayong nasa Taguig na ang pamamahala ng lahat ng pasilidad na ito, titiyakin nating bukas at ganap na mapapakinabangan ito ng mga taga-EMBO—hindi isasara, hindi haharangan, kundi pagbubuksan para sa serbisyong noon pa man ay dapat nilang napapakinabangan," said Cayetano.
