The People’s Budget Coalition has called on lawmakers to release supporting documents for projects included in the proposed national budget, saying large allocations should be backed by sufficient studies and documentation.
Abigail Modales, the coalition’s national coordinator, said Wednesday in an interview on DZRH’s Dos Por Dos that their findings raised questions about the basis for the inclusion of numerous projects with substantial budget allocations.
She urged lawmakers to publish feasibility studies and other supporting documents to establish the need and justification for the projects.
Modales clarified that the coalition was not claiming that the budget amendments were inherently improper, acknowledging Congress' constitutional authority over the national budget.
She said Congress has the power to amend the proposed budget, but stressed that such changes should be supported by proper documentation and reflect the country's pressing needs.
Modales also raised concerns over the prioritization of programs, noting that the country is still facing an oil crisis and preparing for the possible impact of a Super El Niño.
She said the national budget should respond to the country's current challenges rather than deprioritize programs needed by the public.
