The Commission on Human Rights (CHR) said it is closely monitoring the situation of 91 minors arrested during the September 21, 2025 protest, assuring the public that their welfare and rights are being safeguarded.

In its official statement, the CHR said the minors were processed and validated by the Women and Children Protection Center of the PNP and the Department of Social Welfare and Development before being turned over to the Manila Social Welfare Office.

Of the total, 68 minors have been released to their parents, while non-Manila residents were referred to their respective LGUs. The rest are being housed temporarily in a youth facility while awaiting pickup. The CHR’s Child Rights Center will continue monitoring their release and aftercare, providing guidelines for rehabilitation programs.

Rehabilitation over Punishment

The CHR acknowledged the Manila City Government’s efforts to focus on rehabilitation rather than punishment. Parents of the minors have pledged to join diversion and intervention programs, which include community service, rehabilitation, reintegration, and cleanup activities.

Peaceful assembly over violence

While recognizing citizens’ right to peaceful protest and freedom of expression, the CHR stressed that acts of violence and property destruction during demonstrations cannot be condoned, as they jeopardize public safety.

“CHR stands in solidarity with the Filipino people in condemning corruption, which deprives communities of essential services and violates fundamental rights. However, while protest is a legitimate exercise of democratic freedom, acts of violence and destruction of property cannot be condoned,” the agency said.

The Commission vowed to continue documenting, monitoring, and investigating possible human rights violations related to the protests, including the handling of minors.

“We remain steadfast in our commitment to ensure that human rights principles guide the State’s response to public dissent,” CHR added.
