The Commission on Higher Education (CHED) has issued an advisory allowing colleges and universities to adopt flexible learning, including up to 100% online classes, in response to the ongoing national energy emergency.

The policy aims to ensure academic continuity while minimizing disruptions caused by fuel shortages and power constraints affecting higher education institutions (HEIs).

According to CHED, schools may temporarily shift to full online delivery depending on institutional capacity, student readiness, and proper coordination with regional offices.

CHED emphasized that the move does not introduce new regulations but reinforces existing guidelines on flexible learning. However, institutions are still required to comply with quality standards, ensure adequate digital infrastructure, and maintain effective teaching delivery in online environments.

Laboratory and skills-based courses, however, must continue through onsite or appropriate alternative arrangements.

The advisory also directs HEIs to implement energy conservation measures, optimize resources, and provide psychosocial support services to students during the transition.

The measure comes after the Philippine government declared a national energy emergency under Executive Order No. 110 due to global fuel supply disruptions linked to conflict in the Middle East.

The country, which relies heavily on imported oil, has been facing rising fuel costs and limited supply, prompting contingency actions across sectors.

CHED officials said the flexible learning approach builds on strategies used during the COVID-19 pandemic and is intended to help institutions sustain operations while safeguarding the quality of education.

The advisory will remain in effect until the end of academic year 2025–2026, with further guidance expected before the next academic year.
