

The Catarman Municipal Police Station has formally filed criminal complaints for murder and frustrated murder against a soldier who remains at large following a shooting incident in Barangay Dalakit, Catarman, which left a female employee of the Department of Public Works and Highways (DPWH) dead and another victim injured.
In an official statement, the Northern Samar Police Provincial Office (NSPPO) said the case was filed before the Office of the Provincial Prosecutor after investigators gathered sufficient evidence linking the suspect to the crime. The victim was reportedly an employee of the DPWH First District Engineering Office in Northern Samar and the former partner of the suspect.
Authorities said the filing of charges marks a significant step toward delivering justice to the victims and their families, while reaffirming the Philippine National Police’s commitment to uphold the rule of law. Police are continuing operations to locate and arrest the suspect, who remains under active pursuit.
Meanwhile, DPWH Secretary Vince Dizon and former Northern Samar First District Representative Paul Daza have offered a ₱200,000 cash reward—₱100,000 each—for credible information that could lead to the suspect’s arrest.
Police assured the public that any information provided will be treated with strict confidentiality to protect the identity and safety of informants.
