

A civil society group on Wednesday filed an obstruction of justice complaint before the Office of the Ombudsman against Senate President Alan Peter Cayetano, Senator Robinhood Padilla, and suspended acting Senate Sergeant-at-Arms Mao Aplasca in relation to Senator Bato dela Rosa’s escape from the Senate.
According to a report by RH Val Gonzales on MBC TV Network News, the complaint was filed by Tindig Pilipinas, which claims the three officials obstructed justice by blocking or delaying the implementation of an International Criminal Court (ICC) warrant of arrest and facilitating Dela Rosa’s exit from the Senate premises on May 14, hours after the shooting incident on May 13.
According to the group, the complaint was submitted to the Office of the Ombudsman and is also intended to be forwarded to the ICC for their awareness and possible action.
Tindig Pilipinas convenor Kiko Aquino Dee, together with Ramon Magsaysay awardee Fr. Flavie Villanueva and other civil society representatives, personally went to the Ombudsman to file the complaint.
They argued that the actions inside the Senate allegedly prevented the enforcement of a valid warrant and undermined accountability processes.
Dee said the filing seeks to hold officials accountable for what the group described as actions that may have enabled a person facing legal proceedings to avoid arrest.
The group also raised concerns about the events inside the Senate complex during the incident, which they claim disrupted official proceedings.
The complaint alleges that Dela Rosa left the Senate premises in the early hours of May 14, with Padilla reportedly following him after an incident inside the complex.
Dela Rosa faces an ICC arrest warrant over alleged crimes against humanity stemming from the Duterte administration’s anti-drug campaign, where he is accused of acting as a co-perpetrator with former President Rodrigo Duterte.
