Edgar "Egay" Erice stressed the need to institutionalize the body through legislation to ensure its genuine independence, stable funding, and long-term continuity beyond any administration.

In a live interview on DZRH's Special on Saturday (S.O.S), Erice noted that while the creation of the commission to investigate government infrastructure projects especially in flood control projects is a good step, it should not be limited to that sector alone.
"Tama yung ginawa ni Pangulong Marcos na nagtayo ng isang independent commission for infrastructure. Pero sa aking palagay walang kahihinatnan ito," he said.
The lawmaker explained that the body should not be confined to infrastructure oversight alone but should cover all areas where corruption persists within the government.
"Dapat kami [House of Representatives] mismo ang gumawa ng solusyon sapagkat hindi sapat yung executive order ng ating Pangulo. Kailangan talaga maisabatas itong independent commission na ito. Hindi lang sa infrastructure kundi sa maraming mga korupsyon dito sa ating bansa," Erice added.
He likened the proposed measure to independent anti-corruption commissions in Singapore and Hong Kong, which derive their authority from law rather than from the executive branch.
"Parang yung independent commission sa Singapore at sa Hong Kong kung saan hindi ang utang nila ay sa Pangulo kundi utang nila ay sa batas," Erice said.
Erice noted that the current Independent Commission on Infrastructure (ICI), created through an executive order, remains under the discretion of the President including its budget and continuity.
"'Yung ICI ngayon depende lang yan sa pasweldo ng Pangulo. Pwedeng i-abolish yan anytime ng Pangulo," he added.
He emphasized the need for a legislative independent commission, one that has its own permanent funding, clear mandate, and authority to investigate corruption across all departments of government.
“Kung magkakaroon ng talagang maisabatas na isang independent commission, magkakaroon na sariling pondo, at pangmatagalan, hindi panandalian lamang. Patuloy itong mag-iimbestiga sa mga korupsyon sa bawat departamento ng gobyerno," he said.
"Kung hindi kami papayag dito sa independent commission na maisabatas, ibig sabihin takot kami. Dapat ipakita namin sa bayan na open kami for investigation," the lawmaker added.
Erice concluded that genuine reform must come from Congress through legislation to ensure lasting accountability and institutional integrity in the fight against corruption.
The ICI is currently conducting its investigation into the alleged anomalies in public infrastructure, particularly into the flood control projects.
