

The National Police Commission (Napolcom) Commissioner Ralph Calinisan announced that he and Land Transportation Office (LTO) Chief Markus Lacanilao will file a criminal complaint for unjust vexation against social media personality and vlogger Norman Mangusin, also known as Francis Leo Marcos.
“As responsible government officials and Filipino citizens, LTO Chief Markus Lacanilao and myself will be filing criminal complaints (unjust vexation) against Mangusin on Tuesday morning in Quezon City Hall” Calinisan wrote in a Facebook post on Saturday.
Calinisan explained that the filing of charges aims to prevent more individuals from allegedly being victimized and to uphold the integrity of government institutions.
“Para wala nang mabiktima pa si Mangusin, para maitaguyod ang mga institusyon ng gobyerno, at para maipaglaban ang ordinaryong tao, we will step up and file the appropriate charges against him,” the commissioner said.
On Friday, Mangusin was transferred to Parañaque City Jail from Camp Crame after he failed to post bail.
He was arrested by operatives of the Philippine National Police Criminal Investigation and Detection Group National Capital Region (PNP-CIDG NCR) at a hotel in Pasay City on Tuesday, Feb. 24.
Authorities said the arrest stemmed from multiple counts of unjust vexation in connection with his alleged unauthorized wearing of a PNP uniform.
The commission is also looking into serious concerns involving Mangusin’s alleged use of multiple names, passports, and birth certificates, as well as reports about the presence of unauthorized security personnel.
Apart from Calinisan and Lacanilao, former senator and boxing icon Manny Pacquiao is also preparing to file multiple complaints against Mangusin, his legal team confirmed.
