The driver of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral is being considered a person of interest, Interior and Local Government Secretary Jonvic Remulla said on Friday, December 19, as reported by Edniel Parrosa.
Remulla said the area where Cabral was found should have been treated as a crime scene, noting that her cellphone was turned over by the driver to her family.
“It was a crime scene, so there were lapses on the part of investigators, but we are doing everything we can now para ma-retrieve lahat ng mga materials sa kanya,” the Secretary said in a press conference.
Remulla added that aside from the driver, other individuals who were last with Cabral are also under scrutiny. The Philippine National Police is set to subpoena Cabral’s cellphone and other electronic devices as part of the ongoing investigation, including possible links to the flood control controversy.
Authorities will also conduct an autopsy and DNA test to determine the exact manner of death. “We are now going to navigate an autopsy and a DNA test para sigurado talaga ang manner of death, may foul play or wala,” Remulla said.
Initial reports indicate there was no foul play, says Remulla.
