

The Bureau of Corrections (BuCor) has ordered the filing of administrative, criminal, and civil cases against seven officials and personnel of the Correctional Institution for Women (CIW) over alleged irregularities involving more than ₱5 million in the trust fund of persons deprived of liberty (PDLs).
Among those facing cases are former CIW superintendents Daisy Sevilla-Castillote and Marjorie Ann Sanidad, as well as five other CIW personnel—Bianca Flor Ramos, Maryrose Abucay, Madel Figuerres, Gloria Lakisa, and Charlot Jennifer Carreon, according to a report of RH Jecelle Ricafort.
The investigation found that Ramos, a former CIW trust fund officer, failed to account for more than ₱5.1 million in PDL trust fund money.
The BuCor Internal Audit Service Unit's final audit report, meanwhile, found that ₱6.4 million in trust fund transactions remained unaccounted for. This amount does not include more than ₱1.2 million that had already been accounted for but had yet to be collected or recorded as receivables.
Castillote was found to have allegedly committed gross neglect of duty and grave misconduct during her tenure as CIW superintendent.
Sanidad, meanwhile, allegedly authorized a ₱300,000 advance from the trust fund to cover an LBC remittance intended for PDLs that was not properly transmitted.
Abucay was held accountable for alleged deficiencies in the turnover of the funds.
Figuerres, Lakisa, and Carreon, meanwhile, were found to have committed lapses in the recording, documentation, monitoring, reconciliation, maintenance, and verification of transactions.
