Former Senator Ramon "Bong" Revilla Jr. on Wednesday personally submitted his counter-affidavit before the Department of Justice (DOJ) in response to a complaint linking him to an alleged "ghost" flood control project in Bulacan.

According to Revilla’s spokesperson, Atty. Francesca Senga, the former senator currently has no other pending cases before the DOJ. She added that Revilla’s camp also submitted evidence, which they claim will effectively invalidate the accusations against him.

"Nagpunta rito si Mr. Bong Revilla upang ihain ang kanyang tugon sa reklamang isinumpa sa kanya na 'di umano'y paglabag ng RA-3019 or the Anti-Graft and Corrupt Practices Act. Wala pong ibang reklamo laban kay Mr. Revilla sa DOJ ngayon," Senga said.

Aside from the counter-affidavit, Revilla also filed documents that he said prove that all allegations and accusations raised against him are “pure lies and fabrications.”

Revilla expressed hope that the DOJ will conduct a fair evaluation of the complaint and that the matter will not progress to the filing of charges in court. His camp likewise assured the public that they will continue to follow all legal procedures throughout the process.

The former senator’s submission comes amid ongoing investigations into alleged anomalies in flood control projects under the Department of Public Works and Highways (DPWH). Revilla is among several individuals flagged by the Independent Commission for Infrastructure (ICI) for possible charges.

Earlier, Ombudsman Jesus Crispin Remulla said that potential charges — including plunder and malversation of public funds — were being considered in connection with the supposed anomalies.

The DOJ Prosecutor General Richard "Dong" Fadullon earlier stated that they are currently conducting a preliminary investigation, with Revilla listed as one of the respondents.

In a previous Senate Blue Ribbon Committee hearing, Revilla’s name was drawn into the controversy after former DPWH Undersecretary Roberto Bernardo alleged that he personally delivered around ₱125 million in cash to Revilla’s residence in Bacoor, Cavite, in December 2024, purportedly as part of a kickback scheme involving infrastructure projects.

Dismissed DPWH District Engineer Henry Alcantara also testified that Bernardo had told him about a ₱300-million insertion in the 2024 General Appropriations Act (GAA) supposedly allocated for Revilla.

Revilla has repeatedly denied all allegations, maintaining that he had no involvement in any irregular or corrupt practice related to flood control projects.
