

The Senate Blue Ribbon Committee is set to reexamine President Ferdinand “Bongbong” Marcos Jr.’s possible involvement in the controversial flood control projects, as lawmakers work on amending the panel’s draft report.
According to Senate President Pro Tempore Panfilo Lacson, the majority will meet today, Monday, February 9 to discuss how to handle the President’s potential liability.
He noted that the investigation so far has found no direct evidence linking Marcos to bribery or negligence, emphasizing that the inquiry remains “a work in progress.”
Marcos was named in an impeachment complaint alleging he benefited from kickbacks tied to ghost flood control projects, but the House Committee on Justice dismissed the case, citing insufficient evidence.
Lacson explained that the President’s role is limited to approving the General Appropriations Act prepared by Congress, not drafting the budget.
The Blue Ribbon report also recommends plunder and malversation charges against Senators Joel Villanueva, Jinggoy Estrada, and Francis Escudero.
Lacson confirmed that while some amendments may be introduced, the recommendations against Villanueva and Estrada will likely remain due to ongoing investigations.
Earlier, Senator Erwin Tulfo revealed that at least 11 senators are pushing to amend the current “leaked unofficial” draft report, which seeks further investigation and charges for several lawmakers and officials.
