

The National Disaster Risk Reduction and Management Council (NDRRMC) has raised the Blue Alert ahead of the potential impact of Tropical Depression Isang on Friday.
The new alert status has been effective since 12 noon under Memorandum No. 214 s 2025, to signal close monitoring and tight coordination for response efforts, reported RH 52 Edniel Parrosa.
“It is the raising of alert status of the NDRRMOC primarily in preparation for a slow onset disaster or in anticipation of situation escalation, requiring selected duty personnel,” the NDRRMC said in a statement.

It also entails the deployment of additional officers of the NDRRMC, working alongside primary or lead personnel from the Office of Civil Defense (OCD) and detailed duty officers (DDO), which are personnel from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), the Philippine Coast Guard (PCG), and other government agencies.
As of 12 noon, EDSA, particularly the Shaw Boulevard underpass, was submerged in floodwaters due to heavy rains, resulting in heavy traffic. Meanwhile, the Marikina River has maintained a normal water level.
The local governments in Mandaluyong, Marikina, and San Juan have suspended afternoon classes for Friday. Pasig City suspended its classes earlier, at 11 a.m., until the Senior High level.
