The Bureau of Jail Management and Penology (BJMP) denied allegations of irregularities involving the custody of former House Speaker Martin Romualdez, saying its initial review found no recorded CCTV interruption or movement of the lawmaker outside the Quezon City Jail.
In a statement, the BJMP said Chief JDIR Efren Nemeño ordered an immediate investigation on November 3 following reports questioning Romualdez's custody at the Quezon City Jail–Male Dormitory.
"Initial CCTV verification by BJMP National Headquarters showed no recorded power or CCTV interruption at the Quezon City Jail–Male Dormitory, and no recorded movement of Rep. Martin Romualdez outside the facility during the period examined," the bureau said.
The BJMP stressed that the investigation remains ongoing and that all persons deprived of liberty (PDL) are subject to the same custodial rules.
It also emphasized that any movement outside the jail requires a proper court order.
The bureau welcomed relevant information from the public and vowed to cooperate with investigations by other government agencies, reiterating its commitment to transparency and equal treatment of all PDL without special privileges.
