The Bureau of Internal Revenue (BIR) has reminded online sellers, freelancers, influencers and content creators to register with the agency, regardless of the online platform they use or how much they earn.

BIR Deputy Commissioner Marissa Cabreros said Monday, Oct. 19, during an interview on DZRH’s Damdaming Bayan that business registration is required under the Tax Code and is separate from the obligation to pay taxes, which depends on actual income and applicable tax rules.

“Matagal na po ang registration requirement,” Cabreros said, explaining that the registration seal badge serves as the digital equivalent of the certificate of registration traditionally displayed on business premises.

The BIR is implementing a registration seal badge with a QR code that allows consumers to verify whether an online business is registered with the agency.

Cabreros said the measure covers all online businesses, regardless of platform, including sellers of goods and services, establishments operating their own websites or applications, and individual professionals offering services online.

Content creators and influencers who earn money through their pages are also required to register, she said.

The QR code is intended to help consumers identify legitimate businesses and weed out scammers while encouraging customers to transact with registered online sellers.

“Nakakatulong siya na ma-weed out natin kung may scammers and at the same time sa parte ng seller na naka-paskil ang kanyang QR code o seal badge ay naka-engganyo po na lumaki at lumago ang negosyo kasi mas maraming customer ang magtitiwala sa kanyang site,” Cabreros said.

Those covered by the policy who fail to display the required digital badge may face a fine of 1,000 pesos, she added. The deadline for compliance is Oct. 31, 2026.

Cabreros urged online entrepreneurs and content creators to register as soon as possible, saying the process is quick and easy.

The initiative aims to promote transparency, strengthen consumer protection and improve tax compliance as the country’s digital economy continues to expand.
