The Bureau of Internal Revenue (BIR) has suspended the mandatory online display of the BIR Registration Seal Badge until further notice, following concerns raised by online sellers, content creators, and other taxpayers.

Under Revenue Memorandum Circular (RMC) No. 113-2026, the BIR also suspended the October 31, 2026 compliance deadline for the requirement.

BIR Commissioner Charlito Martin R. Mendoza said the decision was made in response to concerns involving data privacy, technical issues, and the scope of the registration seal badge requirement.

“We have heard the concerns of online sellers, content creators, and other taxpayers regarding data privacy, technical issues, and the scope of the BIR Registration Seal Badge requirement,” Mendoza said in a statement.

The commissioner explained that the registration seal badge was originally introduced under RMC No. 38-2026 as an alternative to displaying the full Certificate of Registration (COR) on online platforms.

However, the agency acknowledged that protecting personal information online presents different and more complex challenges than displaying registration documents at physical business establishments.

Mendoza said the suspension would allow the BIR to review the implementation of the requirement and address privacy and technical concerns.

The agency will also coordinate with the National Privacy Commission (NPC) and consult affected taxpayers and stakeholders to ensure compliance procedures remain consistent with the Ease of Paying Taxes Act.

Meanwhile, taxpayers who have already obtained their BIR Registration Seal Badges may continue displaying them voluntarily on their online platforms.

The BIR emphasized that no penalties will be imposed solely for failure to display the registration seal badge during the suspension period.

“Our commitment remains the same: to protect taxpayers, make compliance easier, and deliver the quality of service you deserve,” Mendoza said.
