BIR rolls out digital system ‘eARMS’ to track outstanding tax accounts

The Bureau of Internal Revenue (BIR) has rolled out nationwide a new digital platform aimed at improving the tracking and management of unsettled or outstanding tax accounts and strengthening revenue collection.

The Enhanced Accounts Receivable Management System (eARMS) took effect Sept. 21, 2026, under a BIR memorandum dated Sept. 14, replacing the previous Accounts Receivable Management System (ARMS).

BIR Commissioner Charlito Martin R. Mendoza said the system is part of the bureau’s reform agenda focused on digital and data transformation, as well as revenue collection and base protection.

“Accurate and reliable records are essential to effective revenue collection,” Mendoza said.

He said eARMS would allow the BIR to better monitor outstanding tax liabilities, take timely collection action and help taxpayers verify and settle their obligations with less administrative difficulty.

The web-based platform provides centralized tracking and management of accounts receivable and delinquent accounts, including records involving the seizure, sale and forfeiture of properties.

The BIR said the system is designed to improve data integrity, system reliability and account monitoring across its offices.

For taxpayers with outstanding obligations, the improved records are expected to make it easier to verify and settle tax liabilities, including when applying for tax clearances.

The BIR said the eARMS rollout is part of its broader digital transformation efforts to improve operations and protect government tax collections.
