

The Bureau of Immigration (BI) has arrested a Chinese fugitive who was later found to be heading a methamphetamine laboratory in Rizal.
The suspect, Shi Chunfang, 40, was apprehended on December 14 in Taytay, Rizal. He is wanted by Chinese authorities for kidnapping and is the subject of a warrant issued by the Public Security Bureau of Jinjiang City in 2024. The BI said Shi’s passport has been cancelled, making him an undocumented alien.
BI Commissioner Joel Anthony Viado said intelligence reports revealed that Shi is a drug kingpin operating a shabu laboratory in the Philippines while posing as an ordinary citizen. His scheduled deportation on December 16 was cancelled to allow further investigation and possible filing of local criminal cases.
“We cannot allow this person to just leave the country and not face his crimes here,” Viado said.
Shi remains in BI custody at its facility in Muntinlupa City, as authorities coordinate with the Philippine National Police (PNP), Department of Justice (DOJ), and Department of Interior and Local Government (DILG) for potential charges.
