

The Bagong Alyansang Makabayan (BAYAN) has appealed to the bicameral conference committee to disclose the complete list of so-called “allocables,” which the group described as a new form of pork barrel in the proposed 2026 General Appropriations Bill (GAB).
In an online statement on Saturday, December 13, BAYAN called on the bicam to make public all amendments and insertions made in both the House of Representatives and the Senate, including the itemized list of allocable funds per district congressman, party-list representative, and senator. The group said both hard and digital copies of the lists should be released.
BAYAN also urged the disclosure of timelines and mechanisms that would allow public access and feedback before the final ratification of the reconciled GAB, stressing that full transparency is the minimum requirement for a legitimate and credible national budget.
The group warned that rushing the approval of the budget without public disclosure would only reinforce suspicions that the national budget is being shaped to benefit a few at the expense of many Filipinos.
Allocable funds refer to discretionary funds of the Department of Public Works and Highways (DPWH) assigned to each congressional district, from which lawmakers may select projects based on a "menu" provided by district engineers.
